Leaders decide.

In times of crisis, teams look to their leaders to take decisive action. Collaboration and consultation can preceed these action, and — whenever possible — should preceed a decision.

Reportedly, Gen Patton would make a decision whenever he had 75%-ish of the information needed. He figured that the remain 25% would either come too late or woud not change his mind.

On the other hand, the stories tell that Gen Norman Schwarzkopf waited until the last possible moment to make a decision. He figured that the latest information might materially change the situation and dictate a different decision.

Both processes have value. Neither one is the right one. What is not okay is simply defering the decision indefinitely. When you are in charge, we say, take charge!
